Costco使用了正確的外包采購(gòu)策略
當(dāng)Don Burdick成為Costco批發(fā)公司負(fù)責(zé)信息系統(tǒng)的資深副總經(jīng)理時(shí)，他的部門總共擁有滿滿60個(gè)程序員位置。員工雖然都努力的進(jìn)行著日常的工作，但士氣卻非常低落。"每天你進(jìn)來(lái)都會(huì)發(fā)現(xiàn)固定的位置上有空缺，" Burdick說(shuō)，IT部門的工作估計(jì)至少有30%集中在增加公司價(jià)值的項(xiàng)目設(shè)計(jì)上。
這使Costco的IT部門與公司已經(jīng)發(fā)展成為全美國(guó)最大的批發(fā)俱樂(lè)部，擁有452家商店的狀況嚴(yán)重的不同步。在過(guò)去的5年時(shí)間里，Costco的銷售額已經(jīng)從350億美元增長(zhǎng)到520億美元，這與其定位于快速渠道的廉價(jià)零售商的策略是相符的，也是是保持Costco持續(xù)增長(zhǎng)的最簡(jiǎn)單方法。Costco在盡量低價(jià)的情況下，給用戶提供能夠仔細(xì)挑選的高質(zhì)量商品。這種商業(yè)模式使得IT部門的工作非常重要，在最近的Gartner外包會(huì)議上，Burdick用自己的IT經(jīng)歷，說(shuō)明了Costco的低利潤(rùn)操作需要保持成本低廉。

在過(guò)去5年中，Burdick和位于加利福尼亞州Aliso Viejo的，運(yùn)作一個(gè)在印度喀拉拉邦的大型軟件公司的美國(guó)技術(shù)資源（US Technology Resources LLC，UST）公司開(kāi)發(fā)了一種"混合模式"的合作關(guān)系。Costco通過(guò)UST雇傭了100個(gè)人，他們中的大約25個(gè)在華盛頓州，Issaquah的Costco總部工作，另外的75個(gè)則在公司外部進(jìn)行工作。
Burdick說(shuō)，這種模式的執(zhí)行情況是非常好的。在公司的20,000小時(shí)的大型合作計(jì)劃中，US Technology所使用的實(shí)際時(shí)間與估算時(shí)間之間縮小了400個(gè)小時(shí)，提升了工作的效率。

但上面的并不總是顯而易見(jiàn)的。
